This manuscript is an outgrowth of the author's work on the paper, "Issues in the Cost and Regulation of New Medical Technologies and Procedures: Heart Transplants as a Case Study," which was co-authored with John B. Reiss, Director, and John Burckhardt, Senior Analyst, both from the Office of Health Regulation, HCFA, U.S. Department of Health and Human Services. The aforementioned paper was presented at the Harvard-MIT Conference on Medical Technology, April 13-16, 1980, Cambridge, Mass.
