Reiss, Director, and John Burckhardt, Senior Analyst, both from the Office of Health Regulation, HCFA, U.S. Department of Health and Human Services. The aforementioned paper was presented at the Harvard-MIT Conference on Medical Technology, April 13-16, 1980, Cambridge, Mass.
